      Taxation of income in the United States has been practised since colonial times. Some southern states imposed their own taxes on income from property, both before and after Independence. The Constitution empowered the federal government to raise taxes at a uniform rate throughout the nation, and required that "direct taxes" be imposed only in proportion to the Census population of each state. In addition, electric cooperatives meeting the description of section (c)(12) of the Code may be exempt from federal income taxation under section (a) of the Code. To qualify for the exemption, an electric cooperative must receive at least 85 percent of its income each year from its members.

      The Federal Government relies predominately on the individual income tax, and federal income tax makes up more than 50 percent of the federal government’s revenue.
